A Letter from Scott

The citizens of House District 129 deserve conservative representation in our state government. For more than a decade, we have had a state Representative who has done just that—voted for our pro-life conservative values while developing the economy and ensuring effective disaster response. I am running to continue that record of service and build a Bay Area that works for the families who live here.

For six years, I served on the Clear Creek ISD Board of Trustees. In that role, I was able to bring conservative change to a school district that needed it, keeping our schools world-class while ensuring that the district responded to our parents and children when they had concerns. I have also held many leadership positions in the Republican Party since 2014, and been part of the fight as President Trump and many others revitalized the party and focused it on serving American citizens, not special interests.

There is so much work to do in Texas. Now that the border is finally being secured, we have to enforce our immigration laws internally. We are being crushed by property taxes—homeowners need more than the paltry relief we have been given so far. Harris County Democrats have let murderers loose in our community—the state must step in and ensure our laws are enforced and criminals go to prison where they belong. I have the experience, knowledge, and fortitude to face these challenges, and as a near-lifelong resident of Clear Lake I know the unique needs of our community.

If we already know each other, you know that I’m the right person for this job. And if we don’t, I look forward to meeting you and hearing what is important to you. The Bay Area is already great—we will make it even greater for the next generation.

Biography

Early Life & Family

Scott Bowen is a lifelong resident of HD 129 and an active conservative leader with deep roots in the community. Scott’s father is an oil and gas attorney and his mother recently retired from a 30-year career at NASA Johnson Space Center; both still live in the Clear Lake area. The oldest of six children, Scott grew up in Clear Creek ISD schools, attending Ward Elementary, Webster Intermediate, and Clear Lake High School. Scott was an Eagle Scout from Troop 848 and has lived in his current neighborhood, just a few miles from where he grew up, for the last decade.

Work & Education

Scott earned a degree in chemical engineering from Texas A&M University, where he served as Speaker of the Student Senate and as a member of the Chancellor’s Student Advisory Board, before going on to earn an MBA from Rice University. He is currently an engineer working in Texas’s vital energy sector, having worked first in chemical plants, then later in logistics, giving him firsthand experience with the refining, port, and Ship Channel operations that help to fuel our state’s economy.

Grassroots Service

Scott’s conservative principles and passion for service led him into grassroots politics as a young adult. He volunteered on Dennis Paul’s first campaign for State Representative and soon became one of the youngest precinct chairs in Harris County.

In the following decade, Scott took on numerous leadership roles within the Republican Party. He served as Senate District 11 Chair from 2015 to 2020, SD11 Caucus Chair for the 2020 Republican Party of Texas Convention, a member of the Rules Committee at the 2022 RPT Convention, and Chair of the Legislative Priorities Committee for the 2024 RPT Convention.

Along with being a Harris County GOP Precinct Chair since 2014, Scott has chaired the county GOP’s Local Government Committee since 2020. He’s also been a State Republican Executive Committeeman for SD6 and the Resolutions Committee Chairman since 2022.

Conservative Leadership

In 2019, Scott was elected to the Clear Creek ISD Board of Trustees, defeating a 12-year Democratic incumbent. He was re-elected in 2022 and served through 2025, always advocating fiercely for parental rights, transparency, and fiscal responsibility.

During the government-imposed COVID lockdowns, he opposed mask mandates and delays to reopening in-person education. Scott also authored and passed the first ban on Critical Race Theory in any Texas school district (before it was banned by state law). He consistently and successfully fought against unnecessary bonds and spending, leading efforts to cut a $614 million bond proposal in half to avoid a tax increase and voting every year to reduce the district’s tax rate. He also served on the School Safety and Security Committee for two years.

Faith & Community

Scott is a member of Clear Lake Baptist Church, where he has participated in international mission trips to the Amazon and to India. He is currently a member of several local PTAs, including the Special Education PTA, and remains involved in local initiatives in his community.
